So, when $A = B = 0,$ then $J = K = 0,$ which is Hold/Latch Mode.
when $A =0, B = 1,$ then $J = 1,  K = 0,$ which is Set Mode.
when $A =1, B = 0,$ then $J = 1, K = 0,$ which is Set Mode.
when $A = B = 1,$ then $J = K = 1,$ which is Toggle Mode.
So, option D.
When $A=B=1,$ then $J=K=1$ and that is Toggle mode.
