If someone has given gate 2 times, in one he has high gate score but low rank, in the second he has low gate score but high rank, then which gate score should he use for admissions?

if there is just one seat left and there are multiple applicants with same gate score then how is priority decided where admission is based on purely score bases (no written test/interview) ?
