Reliable connection means that there is an acknowledgement from the receiver's end on receiving data.

In the connection establishment phase, 3 way handshaking protocol is used where Receiver confirms whether it is ready. But after that "for every data item" receiver doesn't respond that it is ready to receive the data item.

It accomplishes reliable data transfer because for every data item sent by the transmitter is acknowledged by the receiver
