Distance between points= 48000 km = 48 $\times 10^{6}$ meter

Propagation speed = 2.4 $\times 10^{8}$ meter / sec.

Propagation Time = $\frac{Distance\ between\ points}{Propgation \ speed}$

                          = $\frac{48 \times 10^{6}}{2.4 \times 10^{8}}=0.2 sec $

                          = 200 ms

Hence,Option(D) 200 ms.
