$11r^2 + 14r + 14 = 2699$
$11r^2 + 14r - 2685 = 0 \Rightarrow r = 15$

(BEE)$_{r}$=2699
$11r^{2}+14r+14=2699$
solving it $\frac{-14\pm \sqrt{14^{2}+4*2685*11}}{22}$
r=15

Here, it is assumed A=10, B=11, so on.. which is a property of hexadecimal system.. not any arbitrary system. Hence, from that perspective, this question is badly framed(wrong) in my opinion.
