Just wait some more days to get the official confirmation of normalized marks once keys are published. But as per the results, papers 1 and 2 were tougher than 3 on an average. But average is quite often not a good metric as is here.

Set1, Normalized marks = 1.0638 * Actual Marks + 1.810
Set2, Normalized marks = 1.0660 * Actual Marks - 5.172
Set3, Normalized marks = 0.9410 * Actual Marks + 2.270

So, as per the marks scored by students, Set 1 is the toughest and set 2 is the easiest.
