Working capacity of 1 member of team P is less than the working capacity of 1 member of team Q. Less number of engineers in team Q are able to finish the job in lesser number of days. So, the ratio should be less than 1. 

Amount of work done by one member of team P = 1/(32*20)

Amount of work done by one member of team Q = 1/(30*16)

Ratio of working capacity of P and Q = (30*16)/(32*20) = 3/4

    --> Total work done (P team) = 20*32 = 640 engineer-days.

    --> Total work done(Q team) = 16*30 = 480 engineer-days.

--> Ratio (1 member of P / 1 member to Q) = 640/480 = 4/3 = 4:3 (b option).

let suppose that total work is to be 100 % 

the total work done in one day by one person of P =100/(32)=3.125/20=0.15625 percentage of work done one person in one day 

the total work done in one day by one person of Q =100/(30)=3.3333/16=0.2083333 percentage of work done one person in one day 

let's suppose make answer in two-digit  0.20/0.15= 20/15= 4/3=4:3
