Finding transfer time of a sector

Given explanation of the problem:

I couldn't understand why to add average rotational latency. I think that transfer time of sector should be just 6 microsec. If the same question comes in GATE what should I write?

@Kapilp Is the answer $\frac{6*{10}^{-3}}{1024}$ sec. (or) above solution is correct.

10000 = 60 seconds

1 round = $\fraction{60}{10000}$seconds

1024 sector =  $\fraction{60}{10000}$seconds

1 sector =  $\fraction{60}{10000*1024}$
