Counter 1 is a Johnson ring counter with 4 flip-flops, so its mod number =2*4=8.

So the frequency at output Q2 will be the frequency of clock/8   = 80/8 kHz =10KHz.

So f1=10kHz.

 

Counter 2 is a ring counter with 4 flip-flops, so its mod number =4.

So the frequency at output Q5 will be the frequency of clock/4   = 40/4 kHz =10KHz.

So f2=10kHz.

 

Hence, the answer is  f1/f2=1.
