Answer is B)

Bcoz A will also give those person who frequent bars in their city and can also frequent bar of another city.

Now what B) is doing is removing those guys who have frequently visited bar of another city and removing those names from Frequent relation. Then only those names will remain who have only frequented bar of their city and not any other city.
