when reaching transport layer ...20B header added therefore payload is 65535 - 20

when reaching network layer again 20B added therefore payload is 65535-20-20

what happens when it reaches data link layer and physical layer?

At network layer Complete packet is generated:
Which is divided into frames at data layer and then into bits at physical with some synchronization sent to destination.
Choke packet is the solution to closed-loop solution where the router informs sender of the particular link which is overutilizing the resources.

closed loop solutions means, protocols applied after congestion has occured....

so leaky bucket and token bucket are not closed loop because they are used to avoid congestion...like preventive measures before congestion occurs
