Header Length = 10*4= 40 Bytes
Payload=1500 - 40=1460 Bytes
Data = 200-40=160 Bytes
Offset in the packet = 8*100=800  (8 is scaling factor)
$\frac{1460}{160}$= 9.125 packets = 9 fragments each of size 160
Offset in the last $10^{th}$ fragment = 9*160 + 800 = $\frac{2240}{8}$= 280.
