  1. TCP guarantees a minimum communication rate - this statement is false

WHY ?

MSB is set for TCP right...even if congestion occurs ans starts from slow start if MSB = 2 then it starts transmission from 2

so doesnt it assure minimum communication rate ?

or am i goin wrong somewhere
