Does rank score imbalance help anyone?

Question

Lets say in gate 2021 a person A scored 600 score with 2000 rank And in gate 2022 another person B also scored 600 score but with 1400 rank.

this may have happened due to number of students appeared and difficulty of the papers. So are these scores considered the same?  If cut off somewhere was 600 last year will it go lower this year since overall fresh nunber of students has also decreased.

Or nothing of this sort make any sense and admissions are highly demand based process?

a) yes, both 600 are same irrespective of ranks.

b) cutoff score depends upon the demand of that seats.
