For calculating the Effective Memory Access Time (EMAT), we use the formula:

EMAT = (1 - p) x memory access time + p x page fault service time; where p is the page fault rate.

So, on substituting the values: EMAT = 0.6 x 10ms + 0.4 x 20ms = 14ms

Therefore, the effective memory access time is 14ms.
