If pt is propagation time then it should always be 1pt.

I guess the confusion is in getting the RTT. For RTT should we add 1pt or 2pt? It is actually 1pt for frame + 1pt for ACK. Now ACK being small, 1pt for ACK is usually ignored. When ACK is piggy backed, we use pt for ACK = pt for frame, and hence use 2pt.
