plz explain why?

To switch between user level threads context switch is not required.

Is it same for kernel level threads also?

For user level thread context switch time is faster than kernel thread. It is very faster so we can assume that time to be negligible but that time exists. Then why are you saying it doesn't require any context switch.

For kernel level thread it is not same they do require a significant context switch time..!!

I know context switch is fast in user level threads but in made easy solution it is given that for user level threads we need only procedure calls not the context switch

so I wanted to clear my doubt
