As there is no other options are given, assuming the next process asks for 3 resources, then the total requirement is 9. However, as the questions is asking for max values of N, then we have to assume that all the new process takes the minimum amount of resource, which is 1 and hence total new process that can be accommodated is 4, which takes the total number of processes to 3 + 4 = 7.
