Q = A + B (SOP) form

complementing Q

Q = (A+B)'

Q' = A' . B'

Q' = (A+B)' (demorgan's theorem)(same as Q')

after complementing Q, which was OR earlier, has now become NOR

So it the statement was true then the property of OR gate should not have been changed to NOR, but it changed so 2nd, statement is false
