Deepak Poonia sir once told in a video that:
"2NF does not have partial dependencies"
This statement is not true, it is a misconception. However, I asked various AI models and all of them say that 2NF cannot have partial dependencies at all. So what is the explanation for this?
Can 2NF have Partial Dependecy or not?

2 FD is fully functionally dependent means no attribute(partial) will led to belonging 

In 2NF, all non-key attributes are fully dependent on the entire primary key — no partial dependency exists.

Yes! Partial Dependencies Are Allowed.

But, only when a prime attribute is partially dependent on some other candidate key.

Actually, I learned this from Go classes.
