in this question first one is done by Short term scheduler (STS)

for b) Short term  scheduler

c)user program

d)os

i have a doubt that with option b ....i know that it is scheduler to do that but STS is correct????

user program means, it is process only...

Process only knows, when it requires I/O ===> Process only makes the transition from running state to block state

Option D:-  transition from block state to ready state

When Process completes it's I/O, Actually in real scenario, DMA takes care of I/O, after I/O completes it reports to processor ( CPU ), then CPU initiates MTS, then MTS makes the  transition from block state to ready state
