Since the input is 4-bit binary , the acceptable decimal values of input ranges from 0 to 9..So to have multiply be 9 circuit we need to consider the maximum output value which is possible..

So maximum output value =  9 * 9  =  81

So binary representation of 81  =   101 0001..So 7 output bits is sufficient for this circuit

So number of output lines required  =  7
