then on each clock pulse [As Q_t+1 = D , D1 passes to Q1 and D0 Passes to Q0]    

so       Q1Q0=01  so D1D0 = 11  

then     Q1Q0=11  so D1D0 = 10

then     Q1Q0=10  so D1D0 = 00

then     Q1Q0=00   and same.
