(+3)10 = 00000011 . // binary

Now take 1's complement of it. We get

(-3)10 = 11111100

considering 8 bit representation

(3)10 = (00000011)2

1's complement of 00000011 = 11111100

that is changing 1 to 0 and vice versa.

so answer is 11111100
